Optiplex 7050 blinking power button

I have an Optiplex 7050 and after doing recent windows updates, that included optional cmos and processor updates, my pc will no longer turn on. It blinks 3 white lights then 3 orange lights. I have attempted the jumpers on the mb, as well as the removal of the cmos battery and draining power. Nothing changes.
