If your operating system (OS) is one of the older versions, then you need to update it before the Intel ME driver can proceed. You can update the OS via Windows Updates or by contacting your IT department for assistance to upgrade the OS version to 10.0.18362.175 or newer.
Although LTSB has some years left in it's life cycle, Dell/Intel has chosen to move on it seems and compatibility is once again an issue in 2021.
