Optiplex 7090 fan not performing well

OptiPlex 7090

Optiplex 7090 with i7 11700 with 65W CPU cooler

CPU Reaches 100C while fan is still around 25% and it speeds up very slowly. There's no way to control thermal management in Bios but I'd describe this mode at best as quiet.

I used cctk to check rpm but until cpu reaches about 93C it doesn't try to reach 1500 rpm while the fan can reach around 4500 rpm

All the fan tries to do is keep CPU below 90 and it fails as it never responds quickly enough

This happens with all BIOS versions.
is there any way to change thermal management. It's not supported in BIOS (most likely disabled don't know why).

I also tried Dell power manager, and any 3rd party software to control fans with no success (fans don't appear in any of them)

If the ultra performance in thermal settings could not increase fan speed, then might be some other setting was blocking it.  There is Fan control override option in BIOS.  By default it's disable, try to enable to see any different.  You may also try power option set to high performance (in Control Panel).

If all options are exhausted, time to click on Get help now to chat with Dell support, they might replace the motherboard under warranty.

if you have 7090 tower, consider upgrade to 125W advanced air cooler or

HTSNK, MNSTRM, 95W, MT, 7090

7090 MTP.Heatsink, 125W

Fan control override. but the fans are too noisy to be running at 100% all the time.
Control panel high performance doesn't affect fan speed.

it may be better but I fear it will still behave similarly. the fan is powerful enough to keep the cpu cool ... but it waits too much before speeding up to cool the cpu

I have exhausted all options and it seems something by design not a problem in the board. as the fan. But prefers quietness over performance.

thermal settings aren't available in optiplex. dell disabled it

the advanced tower cooler fan is larger and heatsink is more efficient so fan does not need to rev up.  you are correct that the current bios has a bug.  The basic 65w pancake cooler should not be used to cool modern cpu > 4 core, yet Dell keeps on using it.

May be install the Speedfan software utility can help you?, I use in my Optiplex 780 MT and I can speed up to the max or slow down to a minimum the fan of the CPU cooler, is not too much accurate,  just a suggestion, below the link and screenshot

Upgrading CPU cooler is a good idea by @redxps630,  A couple of things that may be worth trying meanwhile:  1. Reseat fan connection.  2. Try replacing fan.  Use Dell OEM fan to keep it in warranty.  Possible defective fan giving wrong feedback to MB?  Not sure, but it might not hurt to find out.  Also noted that you (@7sean68) noted fan RPM's.
