Optiplex 740 shows solid amber 2 3 4

My optiplex 740 shows solid amber light 2 3 4 when turned on. The fans starts spinning and keeps high speed.I cleansed the ram and intalled new cmos battery but doesn't worked.There are only 2 pins with cmos, as in attached file.

I removed heat sink and turned on pc to check if processor was heating, but it was stone cold According to dell info the 2 3 4 solid amber means removing and devices and putting back one by one, but why is processor cold. I wanna know if the processor has gone dead or other issue. As built in speakers are faulty, I couldn't hear any beeps.What to do now??
