Optiplex 780 wont work with a gpu installed

Hi guys. I'm new to this so excuse me if i do something wrong. Im having an issue with my custom Optiplex 780. i recently bought an AMD XFX R7 360 graphics card. The guy showed me that it worked before he sold it to me. i got it home and installed it. Confident it would work i popped it into the rig, plugged in power and plugged in my monitor. Hit the power button and my monitor never comes out of sleep (no signal detected). The computer decides to reboot... or at least attempt to. i have no video coming out of the igpu or the graphics card. Irratated, i remove the graphics card and plug the monitor back in to the igpu. It starts as normal booting into windows 7. I shut it down and tried installing it again just to have the same thing happen. After 2 hours of troubleshooting i become extremely triggered at myself for not noticing the diagnostic codes on the front of the tower. They read 134 so i removed all the usb devices i had installed. powered it back up and i got 24. I am really getting frustrated with this thing... Please help!!!

The card might be fine but your computer has a tiny power supply that will not run any of today's video cards. You would have to upgrade the psu to run it and on such an old computer, it is not worth it.

The issue is the R series card and UEFI BIOS which you do not have.

AMD XFX R7 360  wont ever work.

Earlier Geforce 740 745 or Radeon HD 2000, 3000, 4000, 5000, 6000, 7000, 8000 series will but NONE of the R series will work.

what CASE 780 what?   never post lacking case, as that tells what mobo is if the silly slots have 25watt limits !

MT, DT, SFF???????????

AMD XFX R7 360  (85 to 100watts) did you  ignore any AUX power jacks on that card 6 or 8 pin., OOPS

amd version reals states 600watt pSU min.

the manual on your card tells you how to connect power.

NO PSU stated all

from where, show link to it ,is it new?

I have 790 anything runs on it, anything (current BIOS too) ok? even gtx1650 turing class new. as new can be.

I run  R9-380  no problems/ even when MR speedstep tells me R series do not run,. a 190watt card too. 2 times your! (as case IN POINT) with 750watt PSU, I don't use less. Corsair. Tx750 !

Yes some makers cards (12 maker) do not run, 1 in 10 chance of that) some MSI fail seen it, but I avoid them.

why not buy a real AMD ATI Radeon on not low tier?

your card is not new,  its  2015 a 5 year old design, and is NOT a CLASS 3  UEFI CARD.

Page 7 in your manual, for R7-360 clearly states

500-watt or better power supply with two 6-pin PCIe power connectors. (amd card shows 600w +)

also when the card is in place the BIOS shuts the iGPU off so do not expect that to work like that.(defaults)

next time post a link to your exact card (true)

each maker (of 12) has like 5 or 10 version of one card, say 360,  ram size, speed, and 1,2,3 fans and more.

we call that a SKU, this the true partnumber of the card, making help 10x more easy as will what PSU you have what PC case this is.  all unknow yet.

as what 90% of the posts here NO statement of CASE size you have.?

why make this so hard lacking that key first  fact and W7 told nice that, (MS ends W7 soon)

the short height PCI 79mm cases run low  power X16 slots.  some do, most do.  but non stated .
