Optiplex 790 Boot Issue

Question

First, I'm new here, so if there's some welcome board, let me know. Second, the reason I joined the community is because I have a problem with my Dell Optiplex 790 desktop. I had it for just over a year starting two years ago, and it worked perfectly fine. Nearly a year ago, I went away from town for school, and didn't use it, then my dad used it for a family Halloween tradition. When I returned for Thanksgiving, I reconnected everything, started up, and not only was there a warning that the CPU fan wasn't running (it wasn't even there, a problem I fixed myself,) but it wouldn't boot properly. I tried booting it from both Legacy and UEFI modes, but to no avail. I'll post some pictures to show y'all what I mean. Thanks for the help in advance!

Did you change the cmos battery? Not having the computer plugged in all the time can cause it to fail. Cheap fix, only ~$2 at any retail store usually a CR2032 coin cell battery. Check your manual.
