Hyperthreading should automatically be on, but it doesn't hurt to check.
Dell never validated the E3-1246 v3 for the 9020. Not supported doesn't necessarily mean not working, but that could have something to do with the threads.
Dell is too proprietary for MB swaps with other brands. Proprietary down to the front panel wiring, fan wiring, screw holes, and etc. Not entirely impossible, but one really has to be an expert to do it. Just tbe same, a Dell MB likely won't work in another brand case. MB swaps between Dell's usually don't come recommended either due to the way they keep switching things around.

Have you turned on hyperthreading in the BIOS? I'm planning to buy the same CPU so would be interested in knowing if you get it working.
