OptiPlex 960 upgrade video card
I have an OptiPlex 960 running Windows 8.1 pro. It has a Core2 Quad, 9400 with VT/ 2.66GHz, 6M, 1333FSB.
The power supply is 255w.
The video card I want to replace is a 256MB ATI RADEON HD 3450 Graphics dual DVI and VGA and TV Out.
What I want is a fairly inexpensive video card that has video drivers for Windows 8.1.
and of course uses DVI.

It is an SFF model, battery replaced and has newer hard drives than original hard drive. It also attaches to HP 2511x monitor. In expensive video means under a $100 dollars. I could just go with ubuntu and be done. I rather stay with Windows 8.1 until support ends in 2023.

there are vast cards sold just DVI, for sure used
if it must be ATI then read there page, it states
HD 5000 series up. year 2009 up, wiki them read.
the slowest and cheapest card is Radeon HD 5450
ebay show them for.
first hit ebay is 12 bucks for DVI+ HDMI, most TVs made use HTMI, using that are you>?
these cards come on many port classes, using ebay to learn that, look and learn
this card only fits the 960 MT, ok, no PC stated by you.and is slow.
it is not up to any AAA gaming or any APP that needs power 3D processing.

what 960 is this, this question is asked like 10times a day and nobody tells what PC they have. correctly
so upgrading to w10 free is out of the question, why run w8 at all, there is no reasons, I can think of.
then you can run any card made in the last 2 decades for sure back o 2007, easy.
but no PC told yet,
960 came in MT, DT, SFF form factors, they are NOT the same.
the 960 is 2008, 12 years old and with bad RTC coin cell $1 fix, and HDD bad, most HDD never ever last 12 years
so a wise action is to first get the new Cell 2032, then run full smart tests on the hDD< if fails it is bad.
then upgrade to w10 for free, (so far $1 spent)
then buy a used card. cheap, for MT here is a cheap card, slow = cheap ok, no sure your usage and matters hugely.
DVI is old, so you must have old for old monitors sure.
TV Out.? yo mean S-VIDEO port> out? or with TV turner out, HDTV.
no use stated, at all nor if using TV as monitor or what>? connections matter, and usage.
what does inexpensive mean, no $$$ limit stated, to me that means $200 to you it means what?
are you buying used or new.?
slow used cards are even good and $15 and runs w10 (ive no idea what w8 does nor care , upgrade if wise)
that HD 3450
comes on vast forms some good and some you will not like.
DMS-59 you will not like but all are w10 supported, for sure. I have one here, and tested it.
you will not like the tall card your unstated PC is low profile. NO PC stated yet,
that HD 3450 Microsoft base driver for w10 does support this old card
and the limits are stated clearly at ATI.
