If a running optiplex was powered off by unplugging power cord the last time, reconnecting power cord may automatically start it again without pressing power button. Or when the power button is pressed too long and cord unplugged, replugging power may start it automatically again. Suggest software shut down inside Windows, do not press power button to shut down the hard way.
I try update bios and now everything work normaly I have version A13 and updated to A19. I never shut down computer by unpluging or long press power button but normal in start menu.

There is a setting in BIOS under Power Management for AC Recovery. Look at your setting.
