Question: Is your pc able to POST now w either ram stick in DIMM2, leaving DIMM1 empty? My response: Yes but nothing goes to DELL post logo if anything is in DIMM1.
Please as I do not want to buy/use only 1 DIMM slot as not only is that ridiculous, but I am on a very cheap budget.
I forgot to mention, yes I did rewire everything 100% correctly and the front USBs on the new case work like a charm (tested when only DIMM2 was active with ram).
You have verified motherboard, DIMM slot#2, both memory sticks work. Only DIMM 1 stops Dell logo on screen which means whenever you put any good ram in DIMM1, bios can not pass a basic firmware test on DIMM1. No POST for DIMM1 unless it is empty. There is almost nothing you could do to fix a faulty DIMM slot. It does not look like a bios error. You have already tried to clean DIMM1. If there is a short circuit in the slot it may be beyond your ability to correct that.
The one dimm slot could be bad. Also, are you sure you wired it correctly? Dell front io are proprietary and you need a header adapter that can be found on eBay.

are you sure you rewire the front panel connectors appropriately in new case in order to switch on power to motherboard?

if it is a bad dim slot you could try heating it with a hair dyer / heat gun. ive seen it done but never tried myself. just a thought... GL z
