I assume you mean the power button is blinking. Is it amber in colour? Are you hearing any beeps? Can you hear any fans running and when you press the button on the back of the power supply do you see a green light?

yes it is amber in colour..there is no beeping sound and i think the fan is running and there is green light on the back of the power button

Generally a green light on the PSU means that it is working properly. But not always. It could be a bad power supply or a motherboard problem. Also check the USB connectors on the system front and back. There could be a bent pin in one of them causing a short. Next step would be to unplug everything from the motherboard except the CPU plug and the 24 pin power plug. Then try and power up the system. If you still have nothing pull the video card and the RAM. When you boot you should get beeps which indicates no RAM detected. If you get beeps then possibly the motherboard is fine. If during this diagnostic procedure you are able to boot then one by one connect the drives and any other peripherals until the amber blinking returns. The last component you plugged in then would be the culprit.

The only way to eliminate the PSU as the source would be to install another PSU. The self test may seem to indicate a properly working PSU but only checking with another known good PSU would confirm the integrity of the PSU.
