Optiplex980 sff vertical line display problem

I have this display on my screen,during optiplex logo display is fine.

Hi, video is from video graphics ATI Radeon 3450.

the bottom screen ran in safe mode, because when I ran normal mode it wont load/no display but the cpu fan is at max speed.

The video adapter is possibly broken.  bottom screen shows very low 8bit video.  Are you getting the video from onboard VGA?  Try the onboard DP port.

time to replace cmos battery w a brand new cr2032 and clear cmos settings by motherboard RTCRST jumper.  this is what I would do when cpu fan stays high which speaks of cmos corruption.
After that test on board VGA video first by removing video card. When you get good video from motherboard, then reinstall video card to test the card.  This way you know which part may be broken.

Try cleaning GPU card.  PC needs cleaning if it looks like GPU card.  If heatsink for CPU is dirty, fan will easily run at max when CPU heats up.  Also follow @redxps630's recommendations.
