First thing first replace cmos battery with a new battery and then clear cmos settings via motherboard RTCRST  jumper.

Besides the battery:  A reference guide to the Dell OptiPlex Diagnostic Indicators

If image is too blurry, tap/click on it and it will show more clearly.

If I may jump in here as my curiosity is peaked.

In addition to the great advice from @bradthetechnut and @redxps630 this Optiplex page of diagnostic indicators will help. If the power button is Amber and the number 1 is lit on the LED Diagnostic indicators then that would be a possible system board failure. Remove all the cards from the PCIe slots and reboot the system. If it boots then install the cards one at a time and reboot after you add each card. If the error returns after one of the cards is added then that card is bad.

If none of that helps and the CMOS battery replacement does not help and reseating memory does not help then the System board probably needs replacement.

Now I want to make sure I understand your post. You have a solid Amber power button and the number 1 indicator light is lit correct? Or do you see a normal power button light with an Amber indicator light number 1?

@JOcean and I both linked the same diagnostic indicator page, with the exception my link may have it jump right to Optiplex's from 2005-2009.  I screengrabbed the answer that it could be the RAM.  Try one stick of RAM at a time to rule out any faulty sticks.

Hi @gin32,

What size/form factor is your 780?  Also helps if we have to proceed further.

You likely noticed that the diagnostic indicator page for that model doesn't mention power light with diagnostic number indicators, other than listing power light by itself.  I think that's because if it were to blink amber bad PSU) or solid orange (possible bad MB), it does that without any numbers.

When I had a 755, power light showed amber (don't remember if it blinked or not) with diagnostic numbers for bad RAM.  Reseated RAM and it worked only for a short while.  Then I replaced the Hynix with A-Tech RAM, went from 4GB to 8GB, and it worked great.  By the way, I didn't have the knowledge at the time to check for 1 bad stick, but it all worked out.

Thanks for that info @bradthetechnut . To be honest the OP post was a little confusing for me as I was not sure what the status of the power button light was nor the diagnostic indicator light. Hope I did not step on anyone's answer in the process and if so my apologies.
