Power Switch on 5060 SFF

Hello to the Desktop Community !

I have a problem I never seem to have enough time to troubleshoot.

I have a 5060 SFF I7-8700, with 64 GB of DDR4 at 2666 MHz, 1 TB NVMe Class 40 SSD as %r00t%  and a slave ST1000DM003-1ER162 HDD. It had a recent BIOS update that was successful and did not change the outcome of the problem.

The problem is the box needs two power switch pushes for it to get to the BIOS admin password. The first (cold) button press sits with a blank screen and no disk activity. On shutdown and a second button press, everything is normal.  It is a reliable failure that is not a terrible problem, it is irritating if anything. If the boxis rebooted, it comes back normally.  It is only the cold start.

Has anyone had a similar problem or have any insight?  I am feeling a little guilty as I normally dive in and find a solution on my own.
