you have i7-3770. the best matching gpu is GTX 1070 (second best is 1060). But there are quite a few problems here because DT requires low profile gpu and has a small nonstandard 250W OEM psu.  upgrade potential is thus quite limited.  afaik there is no LP 1070 /1060 and the OEM psu does not even have a gpu connector to power 1070/1060.

your practical best option w the current case and psu is low profile 1050ti. It recommends 300W psu and doesn’t need gpu connector.  you may be able to get by w stock 250W psu.  Someone was able to use a Gigabyte Geforce GTX 1050 Ti OC Low Profile 4GB GDDR5 in 7010 SFF.  https://m.youtube.com/watch?v=nj0DcnzXTgk

if you had an optiplex MT (mini tower), upgrade would be much easier because you can choose full height gpu and upgrade to 300W psu.

How about getting your boy a new  Dell Alien? They seem to work better than optiplex for playing video games. The stodgy Optiplex is mainly for lawyer's and doctor's offices, accountants, and telemarketers 

You can probably order a new Alien with different video options to suit your son's game needs. They probably have good audio options, and virtual reality stuff, if he gets into that.
