lines going through the screen. indicates BAD physical RAM and or BAD power supply.
This model is NOT worth fixing.

If you want or need to go the route of fixing I'd try replacing the RAM first. Optiplex 320 RAM on eBay. A-Tech RAM has a lifetime warranty. Crucial's RAM is guaranteed to work in Dell's and has a lifetime warranty, but it's a bit pricier and I didn't find that they still have it available for a 320.
Is your CMOS battery still good? A low battery can cause all sorts of bizarre problems. Also, is the inside of your 320 clean, including the RAM slots?
Remember what speedstep said, it's either the RAM or the PSU. RAM is a cheaper place to start.
Also, stating the size of your 320 helps speed troubleshooting. Not all parts are the same in all sizes. Do you have an MT or DT?

Optiplex 320 is a bugged cripppled model.
Its ATI ATI Radeon Xpress X1100 video and chipset steals from system ram. It only has 2 ram slots and will not boot or post with more than 3 gigs of ram.
You would be better off buying a newer model to migrate your hard drive and recover data rather than buying parts to fix this unit.

I will not tell you what you use a PC for,., not me, not ever.
for all I know is, you use it only to read your mail with Firefox v72 up. (once a day and that is it)
or only play offline , say, SOLITARE.
not me.
I will tell you what you can do . (nor your rules of ECON101)
what if the fix is $5 or $0 , that is what testing does.

OP,
I can't see you screen, (why) no photo of it, nor what screen it is, make model nor if PC ran yesterday ok or
found this in a garage sale for $5 yesterday (history? matters here , this old)
does the monitor work on 2nd PC ? test he monitor first, then work on your PC, ok? monitors do fail for sure this old, vast do.. monitors older than 2010 mostly have dead CCFL back lamps or far far worse. yes test the monitor first. ok:>
no sounds from fans?
A desktop has 2 splash screens , one for monitor unstated, and one for PC BIOS and POST progress bar.
I cant see the screen so can't really help you, photos posted here are child play easy why not?
"there are no lights on them" (the keyboard caps lite is dead pressing said key 2 times) (means lost power!)
first off the RTC coin cell battery is bad. all are this old. no coin cell lasts 13 years, ok. replace it ,spend $1
first replace that then do the long hard reset. seen here.
do fans spin now? not said by you and all sounds matter , fans or beeps.
then if still dead PC, dead BIOS F2 is first, goal to fix on all PC. and fans not dead.
Next is strip the PC down so the PSU is not overloaded, ALL PC made will shut off or not turn on if the PSU is overloaded, (keeps the fire smoke thing at bay)
we remove ALL USB devices first, even a keyboard can In fact short and a mouse, and lots more !!!!!!)
see how to strip down test any PC here,

"Is there any possible way I can fix this my self?"
even (pick your deity) can not answer that ever, who can, not me, , love to know that answer.
no skill stated, no tools stated or if you can follow a list of steps to do , can you do. that;? presented that.
first off the PSU is shut down. (if fans are dead sure) even a very simple problem can be the cause.
saying it can only be 2 things is DEAD Wrong.
even a shorted USB memory stick can cause USB VBUS to overload and shut the PSU down.
I can demo that, if you want. (not true on better PCs, with smart VBUS driver chips) but as rule we remove these first, Dead PC, PSU off line, no sounds from fan , RTC coin cell not 13years old , less that 7 better.
in no order see my strip down test.
did I get them all, see it is not just 2 things is it. ? nope. 14? (device counts)
note how I did not guess.
you have 4choices, (best I can tell)

Savvy2 definitely has a point with trying the monitor on a 2nd PC if you have one.
Speedstep linked a GX620 from Walmart.com. Remember it's at least 14 yrs. old. It's not completely irrevelant as it can run Win10, but for a little more, you can easily get something newer or more expandable. The 755, newer than a GX620, is still 12 yrs.old.
I'd suggest looking at 4-digit models, like 7010, 7020, 9010, 9020. Or may be a 3010 or 3020 is closer to your budget. Walmart.com and eBay are 2 good places to get refurbs. Amazon charges more and some prices are outrageous.
