The processor cooling fan does not overclock

OptiPlex 7090 Tower

Dell Optiplex 7090 A7 11th Generation Processor cooling fan does not work at a speed that rotates in one speed I changed 3 fans and replaced them I updated the bios I downloaded the updated definitions, and nothing worked 3 days ago, and I have been trying like this, and I have downloaded more than one Windows, can you help

The cpu fan speed is controlled by Dell bios. 

Optiplex 7090 chipset and bios do not support cpu overclock.

Is your cpu temperature too high that you would like the fan to rotate at higher rpm to cool better?

if you have 7090 mt and a pancake oem cooler, consider upgrade to premium tower air cooler.

The temperature is idle and the device does nothing it is 70 I upgraded more than one professional cooler and a cooler from the company does not work also there is a problem in the software and not the hardware

@Bilaljo​  You said the device does nothing.  Does that mean now the fan doesn't spin at all?  Some tower coolers have the fan in between the fins.  That makes it nearly impossible to see if it's spinning or not.

70°C isn't too bad of a temp for a CPU.  Many can operate up to 100°C.  Are you experiencing issues with throttling back?

70C is not expected temp of cpu in idle.  may be expected under stress load but not idle.  I do not have 7090 but can check an older 7070 SFF cpu I have.

@redxps630​  You're right about idle.  Usually users report 30's°C for idle.
