Updating the BIOS question

What is the latest BIOS for Dell OptiPlex SFF desktop PC? how can I prepare bootable USB to update the BIOS? my PC build 2009 not booting and soon the LED number 1 and 3 start to blink alternating with the power indicator, I feel it may be BIOS issue damaged and need to be recovered the Hard ware seem OK, any help is very much appreciated.

1 and 3 seems indicate memory module, or CMOS configuration error, and it suggests a course of action to try to resolve it.

Given the age of the computer, when was the last time the lithium coin battery was changed if it has one. (probably a CR2032)

If your power indicator is blinking orange, the PSU is receiving power, but is unable to distribute.  In other words, a bad power supply.

If you do get your Optiplex working, use the "Drivers & Downloads" link below this post to get the latest BIOS.  You may need to download a previous version first, like A19, to get A22.

As for lights 1 & 3, I copied the text (table below) before I noticed the answer above, so this seconds it.  Start with the memory if you can't do the first step.  This works if your Optiplex gives you a green power light when on.  Of course, power off and unplug when removing or inserting any memory modules.

1 3   Memory is detected, configuration or compatibility error
  • Reset the BIOS and clear the NVRAM and any previous errors
  • Remove all memory from PC, (This includes any Graphics cards.) does the LED code change?
  • If it doesn't contact your technical support
  • If it does add the parts back one at a time until the fault re-occurs, test that part in another slot and contact your technical support
