The 790 has the Intel Q65 chipset and this page from Intel does not list the Xeon as compatible. The i7 is Sandy Bridge and the Xeon is Ivy Bridge. Possibly @U2CAMEB4ME has more information as he may have tried this with one of his warehouse systems.
Check out a couple of examples I found on userbenchmark.
The Xeon E3-1270 = 80w. I7-2600k = 95w. That means whether you have an MT, DT, or SFF, you don't have to worry about power or cooling. Regular size print: That's outside of whatever GPU card that may be in use. You may need to have the latest BIOS that's for the 790 before running the Xeon. Update before changing CPU's. Dell Optiplex 790 System BIOS website Be sure to follow any instructions to the letter.

Xeon E31280 is the top user validated xeon in 790.

Good catch @redxps630. My vision isn't always the best for reading, add to that a little dyslexia, and I thought Ian said "1270".
