What upgrade Graphics card would fit into my Optiplex 9020
What would I need to do to upgrade the graphics card on this pc?
Would I need to get a new power supply or are there cards that work with this system that would be better for playing games?

This YouTube video may help. And if you want to keep the PSU without moving everything into another case with a larger PSU then the best GPU would probably be the GT 1030 Low Profile with GDDR 5 NOT GDDR4.

Quite a few cards will work.
30w-47w Quadro's P400, 600, & 1000

This post is edited from the original. Cards exceeding Dell's 50w spec limit were deleted. I left the GTX 750 since GPU's don't take full power all of the time.
