Same on mine.

Seems to be the Dell way. Reduced functionality at the cost of looks. nice.

Either drill a hole from the front panel or insert a USB cable from the back through a PCI slot opening.  I was told the audio port is not function.

The 400sc is a server not a desktop PC.  You don't need usb and audio jacks in the front.  They're there because the power button uses that board.
