CPU Demand Based Power Management

Morning All,

I hope someone can help me with this one. I have a Dell PowerEdge 2950 fitted with an Intel Xeon E5345 processor and when monitoring the clock speed using CPU-Z I can see that the Core Speed is fluctuating. I understand this can be one of a few Intel technologies, like halt states or Enhanced Intel Speedstep Technology. I am of the understanding that to turn these features on and off you need to use the BIOS but all I can see that is pertinant is Demand Based Power Management under the CPU information section of the BIOS which is alread set to disabled. I have also used RightMark CPU Clock Utility to see what powermanagement features are enabled and it shows enhananced halt states are in effect.

I did try to make use of Intels BIOS Implementation Test Suite bootable usb application to try and overide any settings being set by the BIOS however I cannot get it to correctly identify the processor, this happens on any Intel Processor I have tested it on so far.

The server in question is used as a Database server and sees large but short spikes in activity and it has been noted there is a small delay for the processor to kick in at full speed. I want to remove this latancy and the only thing I can think it could be is some sort of power management feature. The server is running version 2.5.0 of the dell's BIOS and Server 2003 R2.

Any suggestions are appreciated.
