Hi,
What applications are running on the server? What OS is it? Using Windows Performance monitor may help to find out what is using the system resources. https://technet.microsoft.com/en-us/library/cc749249.aspx

the OS is Windows Server 2008 and it is an ERP application running on sybase sql anywhere database

I would check windows performance monitor, but for a database that load may be reasonable.

I would check windows performance monitor, but for a database that load may be reasonable.
