Dell Power Edge R520 not booting

Is this message coming every time you boot the server? Can you update latest iDRAC and BIOS FW on this server and check the behavior. If issue persist after that you can update all other components to latest and check the behavior.

I cant even boot off DVD or USB I press F11 boot options it hangs on initializing firmware interfaces then brings up the red error message on the screen that I attached to me first post.

I have cleared the bios settings and now I can get into the bios I have set the bios to boot to DVD drive first but still takes me to the initializing firmware interfaces and hangs with the red error message 

I would suggest disconnecting power from the system, removing all but one DIMM, removing all PCIe cards, and any networking devices, reseat the card risers. Reapply power and be sure to wait a couple of minutes for the idrac to finish spinning up, then power the system on to see if the message has gone away. If the message has gone away, disconnect power from the system and start adding devices back in, starting with the DIMMs. if the issue persists, you might try one CPU at a time in CPU socket 1. Let us know how it goes.
