Dell R820 Processor Expansion Module (PEM) No POST

So I just recently picked up a barebones Dell R820 with dual 1100W PSUs. So far, only the CPU sockets on the actual motherboard are able to recognize the CPUs. It detects all 20 cores and 128GB of RAM using two Xeon E5 2690V2 with no issues. However with the PEM board installed, it does NOT POST and the fans ramp up to 100% when an additional 20 cores and 128GB of RAM are added. After doing some research on the Dell forums, certain PEMs only work with certain revisions of motherboards. My PEM P/N is 08HJ4P and the motherboard P/N is 066N7P. I thoroughly tested my memory and CPUs and I updated the BIOS to 2.7.0 just to ensure everything on my end was sound. I just need to know if the reason it does not POST and goes full fan mode is because I have missed matched components. Please let me know if I need to replace the PEM or if there is something else I must do.

The part# 8HJ4P for PEM should be compatible with # 66N7P as both are TPM boards. PowerEdge R820 only supports E5-4600 and E5-4600 v2: https://dell.to/3LSiEXh
