File Server
I am looking to have Dell server with the following Specs:
24TB Sas, Raid 6 , 32GB Ram there is no growth expected
and I still have doubt about the recommended server model for these requirements
Rack would be recommended option , than the tour one

Several server models would work for you - all of them will support more than 32GB, and anything x430 and above should have an option to support the number of 4TB or 6TB drives needed to reach 24TB of storage. Tower vs rackmount depends entirely on what you have for physical infrastructure (Do you have a rack? Is the noise level important? Etc.) and preference.
You should be considering RAID 6 or 60 for that kind of storage. RAID 5 should NOT be used, and RAID 10 will probably be insufficient as well, not to mention more expensive to implement.
