I've been struggling with the same issue.

From searching older threads on this forum, i reached the conclusion that Dell no longer has a non iDRAC (express or integrated) way to run the 'lifecycle controller repair package", i.e. there is no way to burn an ISO file/image and run something off the DVD or USB drive at startup.

The solution for me was to redo the firmware update using the Dell Repository Manager - just for the R510. During the deploy step, when creating the iso package, click the box that says (overwrite) even if firmware levels are the same. I flashed this ISO to a USB using Rufus and redid my update and requested reboot, and magically the F10 System Services option returned to the POST page and i could get to the System Services DELL GUI.

Note that the R510 package i used the first time i just downloaded from the dell site and perhaps the download manager version is different.

Next problem. I cannot start or see the Lifecycle Controller GUI, but assume it's because i still don't have and IDRAC (express or enterprise) installed yet which i ordered. Nor can i install the OS using the System Services GUI because it say it can't find the 'catalog file' . Lastly, during POST it's telling me no boot device is available despite having succeffully installed raid and pointed the boot sequence to the drive.

Hi Robert, I got the .usc file, but what exactly do I do with it? The instructions say to double click to extract, but obviously windows doesn't know that this is.

I tried extracting it with 7zip, but that gets me some pythons scripts and binaries.

I booted off an update disc, but when I told it to get updates from USB, it didn't find anything.

There must be another tool that I am missing.

I don't have an idrac web interface that I can find.

If I give the idrac an IP address, I can ping it, but I get nothing on ports 80, 443, or 1311.

Is it a different port number from one of these?

I just wanted to say that within the past 24 hours, i encountered exactly the same problem, i.e. after updating the firmware for a Dell R510 using the version provided on the downloads page (and creating a bootable USB using Rufus), F10 for system services now says "System Services update required". In my case, i don't have an iDRAC (entertrise or express) so could use some advise on how to update the LCC firmware from disk. Any ideas?

Robert,

I can ping the IP of the iDRAC, but that is it. if I try to connect to port 1311, browser cannot connect.

I see that another person has the same issue.

Is there any way to fix this without the web interface of iDRAC? 

Will there be any issues if I continue to use this server without the F10 System Services Option?

Are they needed for anything? Will there be any issues with not fixing this?

I appear to be out of options, after looking at a document that says how to update this via F2 and then idrac settings, I don't believe that my machine even has the lifecycle controller installed.

I get a standard Bios setting screen when I hit F2, not the GUI screen that the Dell document mentioned.

I have tried running the monolithic idac updater from windows, i have tried the ESM updaters and they both say that they do not apply to my system. I have tried refreshing the BMC with the same version 1.9.2 but that did not help to reset anything.

I can ping the idac ip all day, but there does not appear to be any response on any ports (I did a port scan to the IP)

Can you point me directly to any file that I can run from inside of Windows to resolve for this system?
The dell tag is 2tbngs1 if that helps.

So, as suggested, I made a new repository and selected the check box to overwrite.

This got rid of the error ... huzzah ... 

I didn't try installing an OS via the F10 menu as I wanted to put 2016 on this server and they wouldn't have had the drivers in any case.
