It is having issues initializing the LCC. You need to run the repair package for it. Log into the iDRAC and go the the Update and Rollback section. Download the .usc file and use that update interface to update it.

can you please tell me more specific option to select. I mean I click on server overview in enclosure CMC. I click on update in the top.
then it will give me various options to upgrade

if I select life cycle controller then it is asking for DUP package (exe).
or shall click blade 4 in the left and go to IDRAC settings for that blade. and select iDRAC firmware update. my current firmware for iDRAC is 1.20.20. if I click on rollback it is the same it can rollback to.
there is no life cycle controller update under iDRAC for that particular blade.

Yes, update it through the iDRAC interface instead of the CMC. You will use the iDRAC firmware update to update the LCC. I think you can also do it through the CMC using the same method as a DUP, but I'm not 100% sure on that.
