The OS driver pack is a package that the Lifecycle controller/Unified Server Configurator unpack and leverage, not something directly accessed by the OS itself. What I would recommend is booting into either the LCC or USC, then using the OS deployment wizard there to have it prestage your drivers for you. However, that method supports optical media only. 

However, if a USB is necessary, then there may be another option. Based on your description, I assume "i get an error saying nothing there," means that the Windows install environment can't see your storage. This is probably because you need the PERC driver. This can also be given to Windows through USB using the "Load driver" button, which should let you see your storage. If you go this route, keep in mind that the .exe isn't what you need, you'll want the contents within that extract when you run it. You'll either need to run the .exe on another computer to extract it, or rename the file to a .zip format and copy the contents of the payload folder to USB, so you can manually mount the driver.
