In the top bar is an envelope icon. Select the and then select the New Message popup.
There is no cost for the for the forum.

Thank you for the service tag.
F2 during POST should get you into the BIOS. Sounds as though the keyboard may be disabled. Try loading the Support Live Image found at:
http://www.dell.com/support/contents/category/Product-Support/Self-support-Knowledgebase/enterprise-resource-center/Enterprise-Tools
You can also try reseating the CMOS battery. That will clear NVRAM and BIOS.
