PE 2970 does not power on
The PE will not turn on at all and its LDC display gives these error codes. It does this with either PSU installed or both installed.
E1000 FAILSAFE, CALL SUPPORT
E1231 1.2V HTCORE PWRGD
E123F VDD 12V PS1 PWRGD
I1911
The server does not post anything to the monitor, either.
Any suggestions on what to replace for this OOW server.

No physical damage to the server and already reseat/inspected all the connectors. There is no red or amber lights on either PSU (see attached), just the bottom green light on. The motherboard is getting power as their is a lit green led when power is applied.

Well, on a FAILSAFE error, Dell would often replace everything in the chain - motherboard, power supply, PDB, backplane, etc.
I would start by making sure there is no debris (metallic, in particular) in the case, check the chassis for physical damage. I would probably start with the motherboard. Is there a red/amber light on the power supply?
