PE2400 - Cannot boot into BIOS or CDROM/HDDs

I have a PowerEdge 2400 (BIOS: A09) with 3x9.8GB SCSI HDDs. I rebooted to reinstall the OS and been fighting with the BIOS for hours trying to get it to recognize the boot order; it just skips the CDROM, floppy and HDD (which the OS has not been erased yet) and tries to boot from Intel PXE.

I cleared the BIOS and I'm able to get in the BIOS. Now, I'm back where I was. I'm not able to boot from anything. This is the Boot Order from the BIOS:

Boot Device Priority:
   AIC-7880 SCSI CD-ROM Drive
   Hard-Drive C:
   Diskette drive A:

Exclude from Boot Device Priority:


Device Controller Priority:
   System BIOS boot devices
   Dell PERC 2/Si Controller 0


I've tried changing the Controller priority with no luck. Any ideas?

Maybe change the Device Controller Priority:  to have the Dell PERC 2/Si Controller 0 -1st.
And then when the system boots, go into the properties of the PERC controller, and make sure the controller see's the drives.  Then try to install the OS.

I changed the order and no difference.
