Power Edge 2600 Issues

Hello, all ! I tried searching the forums and even calling Dell Support for assistance, but could not seem to get anywhere. The issue is this -
 
When I turn on my PE 2600, the front LED blinks in Orange, nothing will appear on the monitor, and nothing will post from the mobo.
 
I've replaced both power supplies with new ones, with no success. I've tried using a different monitor with no success. I've tried placing a PCI video card in with no success. I'm really hesitant to go out and spend money on new RAM / CPU / Mobo without knowing for sure which is causing the issue ( I'm just a starving college student (: )
 
Does anyone have any suggestions, or have run into this issue beforehand and could possibly shed some light on this baffling issue ? Your help is most welcome and appreciated, thank you for your time !

New note - Was able to haggle a working CPU out of our Network Admin at the college. Still the same issue before and after replacing the CMOS battery

Is there an Error message on the LCD?  Do the fans come on?  Have you tried taking the system down to min. POST ( 1 proc, 2 dimms, no PCI cards, etc..)?  Have you tried taking the memory out to see if you get any error beeps from the motherboard?

Hey Dennis, thanks for the response ! No error message on the LCD, it acts as if the video is not responding at all with a blank screen. And right now, everything powers on as if it were working, all the fans, all the LEDs, everything turns on. Just the orange indicator LED on the front of the server and nothing on the monitor. As to your question about the minimum, I should have specified beforehand.
 
CPU - There are two slots, but I only had one Xeon proc in there. I've since replaced to the processor with a known working one and still receive the same issue.
 
RAM - I have two sticks of 512 in the first two slots. The next four slots are empty.
 
As per your suggestion, I removed the PCI card and the RAM, and now nothing powers up. After reseating all the RAM and still leaving the PCI card out, no power still. It looks like we're going from bad to worse :(

Sounds like a motherboard issue.

That's what we're looking at, it seems. Ah well, I guess I'll have to start looking for a new mobo. I appreciate the tips you've given !
 
Edit - Would the Dell store have replacement motherboards ? I tried looking around a bit unsuccessfully. Is there another place I should start ? I'm hesitant to buy from auction sites such as eBay and the like, considering that's where I picked this server up that worked for only a few weeks.

I have a question for you, do you have a terminator card in the second slot on the mother board?
