Start with taking the server to the Minimum to Post configuration. That is removing everything from the server but the following devices;
System board
Processor (with heatsink) in socket 1
Two sticks of memory in memory slots 1 and 2
1 power supply
Control panel (to turn on system)
Sideplane
Both PCI risers; PCI-e in center slot, (PCI-e or PCI-X) in left slot
That includes removing the Raid Controller as well. After everything is removed then try booting, if the system appears to get past the normal failure point with no errors, try powering down and reinserting the removed devices individually for testing. Keep reinstalling the parts one by one until everything is reinstalled, or the server errors on one of the devices again.
And if removing everything to get the system back to a barebone configuration is too much hassle, you can remove cpu1 and put cpu2 in its place and see if it boots. If you only have one cpu, you will need to test a barebone configuration first.
