PowerEdge R200

I have a couple of r200 rack servers that I am trying to setup as a plex and ftp server for my family. I also have a Norco server attached storage box that I want to connect to them. I have never played with this kind of setup and need some advice as the best way to connect them. Also one of the servers is caught it a perpetual reboot cycle, as soon as I turn it on it spins up and then shuts down and starts all over again, any thoughts?
