PowerEdge R510 system startup problem!!!

I have a problem with system start. The system sometimes run, sometimes not. And since the system has 2 processors, I could diagnose the system for each processor individually.
But the problem remains the same. When system starts I diagnose the all components of system with DELL Diagnostics and every things OK!. I check system with IPMISH utility of BMC and  I could not detect any errors in logs or in sensors.
Therefore, we decided to order a motherboard replacement.

There is a problem with new ordered motherboard too!

BIOS - 1.6.3 (02/01/2011)
FW Rev. BMC -1.70
Unified Server Configurtor ver. - 1.5.0.29
Primary Backplane FW Rev. -1.10

One by one, the system starts and does not start.
When the system starts up, everything is working fine and after shutting down (it does not matter where the system is - in Win2008 or BIOS)  the system is normally turned off.
But after trying to re-enable, the system will not start. After turning off the system using power button, when switched on again, it starts!!!
And so it happens at a time.

Description of the process when the system fails to start.

LCD shows < > (Information shows that the state is in ) and system will not start.
And sometimes the fans start to run faster, as if the server is restarted, but the message on the screen does not changes -shows the same.
This condition may continue for an indefinite period, and then suddenly the system can run!!!
And if system run and you shut down sytem, after trying to turn on - system don't run!!!

And when I do restart the OS, sometimes the system detects a fatal error: (E1410 - Fatal Error detected Systems) on both CPU.

System detect that RAM (NT4GC72B8PB0NL-CG) voltage is 1.5 V, but I have measured 1.1 - 1.27 V.

When system is good the CPU (Intel Xeon x5650) voltages are 0.67 – 0.72 V, but must be 0.75 – 1.35 V and when system isn’t good I have measured CPU voltage – 0.5V.

How fix the problem?

Aghasi,

Can you take the server to a Minimum to Post configuration? That is removing everything from the server but the following;

System Board

Expansion Riser

CPU1/ with heat sink (min for troubleshooting)

One memory DIMM in DIMM 0 slot

Control Panel w/cable

PSU for Mack 4; 1 PSU, PDB, and PSU-to-PDB connector board for Mack 8, 12

Remove everything else and then boot to this ISO.

OMSA Live - linux.dell.com/.../OMSA64-CentOS55-x86_64-LiveCD.iso

See if the issue repeats under those conditions. If not then add the removed devices back to the server until the issue repeats.

Hello!

I followed all the steps exactly as described above and tested separately, each processor with one power supply, but I got the same result:

And when I do restart the OS (in this case, the СentOS), again the system detects a fatal error: (E1410 - System Fatal Error detected. ) on both CPU separately  (for each processor individually). See logs - < >.
