I'd say you might want to remove CPU2 and power up the system. If that still doesn't help please try minimum to POST:

Minimum to POST for the R740:

• One processor (CPU) in socket processor 1
• One memory module (DIMM) in socket A1
• One power supply unit
• Right control panel and cable (for power button functionality)
• System board
