If the server is sitting with everything looking green, then try pinging it from another machine to see if it's actually up. Or try RDP or if you have server administrator installed on the 1900, you could try connecting to remotely using https://server_ip:1311. If you are going to take the server to minimum to post then also try booting the server with no memory installed. If you get the memory beeps you'll know at least it's reacting that far.
I follow your way I try start with only CPU, one RAM but PE1900 don't start, the led on the mother is always green, never error messages on LCD in front pannel.
Are there a way for reset the motherboard setting, like if is new?
I am having a similar problem. Mine goes into a loop when I power it on where it turns on for 3 seconds, turns off for 3 seconds. I discovered that it will only stay on if I disconnect all hard drives.

The PE1900 don't start, the fan don't start , it's like lock.

You probably have a lose or damaged backplane cable or the backplane itself is faulty.
