Be specific, i need 4 socket with 4 processor intel 3rd gen 8380 platinum cpu...

There are no 4-socket Dell servers that support the 3G Xeons - only 2-socket systems. You would be looking for the R950, although I don't see it on their roadmap for 15G servers:
