yes, Dell's 15th Generation servers can use these processors, check out the R550,R650, R750 etc.

There are no 4-socket Dell servers that support the 3G Xeons - only 2-socket systems. You would be looking for the R950, although I don't see it on their roadmap for 15G servers:
