R710 memory question
can you only populate the b memory banks if you have a second cpu? ie. install 18 x 4gb memory modules to get 72gb would require a second cpu to function?

This is correct. The memory controller is in the processor, so if you don't have a processor in the socket, the dimmslots next to the processor socket are unreachable (by the rest of the system).
