Kudelka,
What specifically are you seeing, are you getting any errors indicated? Also, where is the server located, as the motherboard part number is showing as a Chinese/Russian version, and I also am not seeing an alternative to that specific board, if in those regions.
Let me know.

Hi, server located in Russia.
I tried this https://www.dell.com/community/Systems-Management-General/Dell-Lifecycle-Controller-loop-after-trying-to-boot-into-it-once/td-p/5038174
This https://www.dell.com/support/manuals/us/en/04/poweredge-r720/720720xdom-v3/system-board-jumper-settings?guid=guid-97711540-e0a0-4efd-b237-31ee646035a6&lang=en-us
This (CPLD 103 same as in my situation)https://serverfault.com/questions/551716/dell-poweredge-r720xd-stuck-in-bios
And i saw 1 jon in Queue: (RAC0619: Lifecycle Controller is unable to delete the selected jobs. Wait until Lifecycle Controller completes the current tasks and the system completes Power-on Self-test (POST).) -
and cant delete it.

Thank you for providing those details. Quick clarification, when you said you took the system to its Minimum to POST configuration, as well as cleared the NVRam, as described in the first two links you provided, did you also disconnect all USB devices from the system as well? If not would you be able to retest the Minimum to POST with all external connections removed as well? If by chance the server proceeds past the hang point then we need to think about updating the BIOS, as it is currently 9 updates behind. With the iDrac being current, that is also likely causing an issue.
Now it being that far behind we can't jump to the latest version, but instead must walk it up. I would do these in order
2.0.19
2.2.2
2.5.2
2.6.1
2.7.0

I have tried POST without any USB devices, but it didn't help. I have access to IDRAC, but I can't update BIOS.

How did you solve the problem?
