R720xd slow disk i/o

Greetings,

My R720xd has been acting incredibly slow when it comes to disk i/o and it's been really hard to basically do anything in terms of installing OS's or setting up VM's.

SPECS:
CPU: 2x E5-2697v2 (Just upgraded them from 2x E5-2630)

RAM: 40GB (4GBX10) 

STORAGE: 12x4TB 3.5" on a H710P Mini raid controller

BIOS ver.:2.9.0 (Downloaded from https://www.dell.com/support/home/en-us/drivers/driversdetails?driverid=8p8wx&oscode=biosa&productcode=poweredge-r720xd)

H710P firmware ver.: 21.3.5-0002

idrac & lifecycle firmware ver.: 2.65.65.65

Details:

I have a RAID1 proxmox setup with the first 2 disks in the array and my write/read speeds are abysmal. I want to say this issue might be with the CPU upgrade since my only test before the CPU upgrade was fine, but I did a hardware test in the lifecycle controller on the CPU's and they passed, as well does everything else in the system. Is there a compatibility issue, or do you think I need to maybe reseat the CPU's? The drives are also brand new and tested prior to installing it as well, no issues there.

please try to create a new RAID volume with full init.

Already did, 3 times actually and to no avail. Used different drives too. I did forget to mention, the one thing that is bad about the board is that the voltage sensor is busted, literally tells me my system board wattage consumption is 1770w (or even higher) just sitting idle. Though pretty sure this wouldn't really affect any performance, just makes false red flag events.

Hello I think the problem is your PSU is not backing up all those 12 disks.
