Indeed if you use the System Build Utility to install the OS, the Utility Partition will be installed. SBUU can be found as a CD included with older servers, on the SMTD DVD included with newer servers, or downloadable as either a CD ISO or part of the SMTD ISO from support.dell.com.
Diagnostics can also be booted to over a network, so that no physical media is required ... if that helps. I believe the it would be a DRAC III for the 1650, so Virtual Media is not an option, but would be on DRAC 4/5/iDRAC, if you have other DRAC-managed machines with similar issues.

I believe that if you install the OS with the server installation CD, it creates the utility partition.
