The E171F is reporting the error on the PCI bridge: Intel Corporation 5520/5500/X58 I/O Hub PCI Express Root Port 9. Which is embedded to the motherboard. Lets take the server to a Minimum to POST configuration, which is removing everything from the server but the following;
System board
Risers
Processor (CPU1) with Heatsink
Power Supply
One stick of memory in dual in-line memory module (DIMM) slot A1
Control Panel with cable
Be sure to remove any add in expansion cards as well.
Try to power the server and see if the error is still present. If so could you access the BIOS (F2 at startup) and verify the version for me?

Bios Version is 1.3.6. We are not able to pull the expansion cards out at the moment as we can't arrange downtime on the Server.
