This guide: http://www.dell.com/downloads/global/products/pedge/en/server-poweredge-t610-tech-guidebook.pdf
lists the x5680 as compatible but it is not. I get the error message about the power rating not being supported. If the x5680 doesn't work then why would the x5690?
To my knowledge it is a motherboard issue so how is this possible?

IIRC all supported 130W CPU's such as X5680, X5690, X5677, X5687 & X5647 require a Gen II system board.
