US Robotics Ext Fax modem issues

Hello,

I have a Poweredge 1600SC that won't boot if I try to install an external us robotics modem on COM1. I have used several different modems of the same model so I know it's not the modem. I have used this model modem with 5 other 1600Sc servers and I have never had an issue. The server boots up but when it gets to the logon screen, it immediatly start to shut down. Pull the modem and the server works fine. The server is running 2003 Small Business Server. The only thing this server does is Exchange and Trend Micro SMB Messaging Suite. Once again I have the same setup in serveral other places so I don't think it's a software issue. The only thing I can see in the event viewer is....

Source = Service Control Manage
Event ID: 7000

"The Intel NCS NetService service failed to start due to the following error:
The service did not respond to the start or control request in a timely fashion."

And

Source = Service Control Manage
Event ID: 7009

"Timeout (30000 milliseconds) waiting for the Intel NCS NetService service to connect."

And


Source = Service Control Manager
Event ID: 10005

DCOM got error "The service did not respond to the start or control request in a timely fashion. " attempting to start the service NetSvc with arguments "-Service" in order to run the server:

Anyone have this issue?
