PowerMax configuration view using symcli 9.2 locally ( offline)

How can I see the PowerMax configuration using symcli locally (offline) on my laptop . The BIN file was retrieved from Manufacturing Test BinFile Retrieval and solutions enabler 9.2 installed.

I tried this 

c:\Program files\EMC\SYMCLI>Set SYMCLI_DB_FILE = C:\Program Files\EMC\SYMAPI\db\symapi_db.bin

c:\Program files\EMC\SYMCLI>Set SYMCLI_OFFLINE=1

I get this message The specified Symmetrix ID is unknown.
