The 9E 09 error simply means the elevator cannot complete its initialization. In almost all real cases it comes either from a mechanical elevator issue, usually a cracked or misaligned elevator gear, or from a controller VPD mismatch after a chassis swap, which prevents proper robotic homing.
The mechanical failure produces exactly this symptom, while Dell also documents that a library may fail to initialize after a chassis replacement if the enclosure and controller data don’t align.

more often than not its the cog on the right side of the gripper that has split
