First of all, what is the model of your workstation? Different models got varies rules of memory population.
As your existing CPU is Xeon E5-2630 v3, I guess your workstation would be T7810 or T7910. Take T7810 for example, you may refer to the Memory Module Guidelines.
If you're looking at a particular GPU you're unsure of, for example, Google "GT 1030 + Precision 7910 + userbenchmark." If it pairs up, the first 1 or 2 Google suggestions will take you to userbenchmark where you can see your items paired up meaning other users have successfully done it. If it's not a match, you're likely to not see your suggestion paired.
The "GT 1030" is just an example off the top of my head.
Pay attention to the modular retention bar inside T7910 case cover which exist in all Dell Precision Tower models. Recently I answered a thread here telling that such retention bar on my T5600 limited my choice for GPU. I have to choose one from Zotac with the shortest height among all brands. Check out 0'50" on this video: Dell Precision Tower 7910: Install Graphics Card. It shows that, luckily, you can remove the retention bar if needed.

@Fil_b try removing the coin battery inside, have power disconnected, press the power button, wait a little bit(a minute or more) put the battery back in and power the system on

For CPU fan, they're different for CPU0 and CPU1:
Fan for CPU0 found in eBay. Part number 06G1DT / 6G1DT.
Fan for CPU1 found on eBay. Part number 0V0KXH / V0KXH

Yes you can install varies GeForce GPU into your T7910. As what @bradthetechnut mentioned, you may refer to Dell Precision Tower 7910 Compatible Builds - UserBenchmark and then you can find lots of choices, from GTX 1000 series to RTX 2000 series.

Hi can you offer advice on a similar subject
i have a T5610 and put another E5-2620 v2 and I get cpu failure. 3 on the case
does the bios need any config before I put the 2nd cpu in?
