Auto restart normally without recovery after power outage

Hello, I am using a Dell t3660 workstation with Windows 11 Professional. I would like to enable the PC to restart without any manual intervention after a power outage (I need to work remotely).

I have set up the BIOS (restore on AC/Power Loss - Power on).

However, it did not work in my case. When the power is back, the PC will enter into the recovery stage and let me choose either See advanced repair options or Restart my PC (see the attached image 1). And I have to manually select the later one.

Then I set B C D edit /set {default} recovery enabled No in Win RE, sometimes it could jump the recovery, but sometimes it could have the following error 0xc000001 (see the image 2) and again I have to do something.

Do you have better ideas on how to skip the recovery totally and jump into the normal restart?
